I've booked my gas cylinder 3–4 days ago & as expected the delivery man came today to deliver the cylinder. 2 men came ( One was the driver and another the helper boy).
As usual, I went out to take the cylinder carrying that Indigo/Bluish Coloured Copy and Cash with me. All formalities were done.
The boy was about to leave but I asked him to wait for a second and he stopped.
I asked him to measure the weight of the cylinder and requested him to bring the weighing scale machine.
Firstly, He refused to bring the machine saying that he doesn't keep the weighing machine.I found out something suspicious with his tone & told him to cancel the delivery and I'll complain about him to the GAS Agency.
I asked him his name and he said wait I'll check if there's weighing machine in the Jeep.
As expected he brought that machine.
He acted like the machine was not working properly and there's a fault in the machine.
I told him that I can wait & you can take your time.
6–7 minutes passed. He was like :-
A few moments later :-
I knew that he was actually acting and trying to fool me. Finally he said that machine is out of order.
I again told him that I agree with you and just tell me your name as I'm going to complain about you to the agency.
He then called the driver of the Jeep.
Similar scene repeated once again :-
I knew something fishy is there.
I told them to follow me to a nearby shop (a Karyana Shop) where there's a weighing scale.
Firstly they simply refused to go along with me and I , as usual , asked their names. Somehow they agreed to come along with me and the weight of cylinder which was supposed to be 29.6 kgs was just 25.4 kgs.
Then they were like that there's some fault in the machine and they didn't know anything about it.
I said that I'm going to complain about you, Your Gas Agency and all those involved in the scam.
They still denied their involvement. After few minutes one of them told me that please forgive me/us and please don't complain about us , as we are having small children , we'll be jobless and all that Bollywood Drama Stuff.
I agreed upon and told them to refill my cylinder fully.
To my surprise they took me to a nearby shop located in the remotest part of the village.
( The village I'm talking about is around 1.3kms from my home).
They used to sell gas to that shop.
Finally they refilled the cylinder and repeatedly requested me to not to complain about this incident to anyone.
P.S.
I request you all that whenever you get a new cylinder make sure that the delivery boy carries the weighing machine with him and do check the weight of cylinder before purchasing.

Edit 1- Many of the fellow Quorans are asking whether the cylinder was sealed or not?
The cylinder was properly sealed.
Edit 2 :- On 16 November this man visited again and I asked him do you still do the same? He replied “ Nahi Ji, Abb toh bilkul nahi.( No, Now we don't do the same).
Then I asked him about the Helper boy. He told he met with a serious accident and has undergone hip replacement.
